Directions: Read the passage and answer the following question.

The knowledge society has two very important components driven by societal transformation and wealth generation. The societal transformation is in respect of education, healthcare, agriculture and governance. These will lead to employment generation, high productivity and rural prosperity.
The task of wealth generation for the nation has to be woven around national competencies. The TIFAC task team has identified core areas that will spearhead our march towards becoming a knowledge society. The areas are: information technology, biotechnology, space technology, weather forecasting, disaster management, telemedicine and tele-education, technologies utilizing traditional knowledge, service sector and infotainment which is the emerging area resulting from convergence of information and entertainment. These core technologies, fortunately, can be interwoven by IT, a sector that took off only due to the enterprising spirit of the young.
Thus there are multiple technologies and appropriate management structures that have to work together to generate a knowledge society. With India carving a niche for itself in information technology, the country is uniquely placed to fully capitalize on the opportunity to quickly transform itself into a knowledge society. The methodology of wealth generation in these core areas and to be able to meet an export target set at $50 billion by the year 2008, especially through the IT sector, is a subject that is currently under discussion. Also being discussed is how best to simultaneously develop the capability to generate information technology products worth $30 billion domestically to pump in for societal transformation. I am glad that the Planning Commission has taken a lead in generating a roadmap for transforming India into a knowledge society. I had the opportunity to be the Chairman of the Steering Committee set up for this task.
Evolving suitable policy and administrative procedures, changes in regulatory methods, identification of partners and, most important, creation of young and dynamic leaders are the components that have to be put in place. In order to generate wealth, which is the second component for establishing a knowledge society, it is essential that simultaneously a citizen-centric approach to shaping of business policy, user-driven technology generation and intensified industry–lab–academia linkages have also to be established.

The latest QS World University Rankings for 2025 were released revealing significant improvements for Indian universities and notable global standings.

As per Cambridge Dictionary “Strike is to refuse to continue working because of an argument with an employer about working conditions, pay levels, or job losses”.
According to section 22(1) of the Industrial Disputes Act, 1947, any person employed in a public utility service shall not go on a strike, in breach of contract unless he has given a notice of strike to the employer six weeks before the strike, within fourteen days of giving such notice, before the expiry of the date mentioned in the notice and during the pendency of any conciliation proceedings before a conciliation officer and seven days after the conclusion of such proceedings.
A lockout is a work stoppage in which an employer prevents employees from working. It is declared by employers to put pressure on their workers to come to their way by consensus about settlement of issued lead to lockout. According to section 22(2) of the Act, no employer of any public utility service shall lock out any of his workmen unless he has given them six weeks prior notice before the lockout, within fourteen days of giving such notice, before the expiry of the date of lockout specified in any such notice or during the conciliation proceedings before any conciliation officer and seven days after the conclusion of such proceedings.
Based on the phenomena of strikes around the world, strikes can be categorised into economic strike, sympathy strike, general strike, sit down strike, slow down strike, hunger strike and wildcat strike have been experienced. Economic Strike – Such strike happens due to economic demands like increment of wages and allowances like house rent allowance, transport allowances, bonus etc. Slow down strike – It means workers or unions don’t refuse to work but put pressure on industries to get their demand by reducing or restricting the output of the production of an industry. Wildcat strike – Such strike happens by the workers without the consent of union and authority. In 2004, advocates went on wildcat strike at civil courts in Bangalore to protest the remarks allegedly made by an assistant commissioner against them. A lock-out declared in consequence of an illegal strike or a strike declared in consequence of an illegal lock-out shall not be deemed to be illegal.

Directions: Read the passage and answer the following question.

An early warning system designed to alert about glacial floods was scheduled for installation in the Indian Himalayas the previous year. However, the initiation of the project only took place in September. This delay meant that the system was not operational in time to provide an early warning for the recent floods that resulted in the tragic loss of dozens of lives.

Reuters had earlier reported that scientists were in the process of developing an early warning system at Lhonak Lake, located in the northeastern state of Sikkim. If this system had been fully functional, it could have provided residents with additional time to evacuate when the lake overflowed, causing flash floods. The commencement of the project was just a few weeks before these floods, which claimed the lives of at least 60 individuals and left over 100 missing. The delay was attributed to the inability of Indian authorities to organize an expedition to the site in the planned timeframe.

In recent times, due to the increasing risks posed by climate change, early warning systems for glacial floods have been set up in countries like China, Nepal, Pakistan, and Bhutan. The system at Lhonak Lake is a pilot project, executed with assistance from Swiss agencies and coordinated primarily by India’s National Disaster Management Authority (NDMA).

Krishna S. Vatsa, a member of the NDMA, explained the delay, pointing out the complexities of the expedition. The lake, situated high in the mountains near the India-China border, is only accessible from July to September. Organizing the expedition was challenging due to the need to transport a significant amount of equipment within this limited timeframe. Additionally, the sensitive nature of the border area necessitated obtaining clearances, and coordinating with multiple agencies to finalize a specific date for the expedition was a challenge.

The warming of high mountain regions due to climate change has increased the threat of glacial floods for many communities. Lakes filled with water from melted glaciers can overflow, breaking their barriers and causing massive floods down mountain valleys. Research from 2022 indicates that over 200 such lakes now present a significant hazard to communities in the Himalayan regions of India, Pakistan, China, Nepal, and Bhutan.
