Directions: Read the passage and answer the following question.

Toward the end of his life, Gandhi was asked by a friend to resume writing his autobiography and write a “treatise on the science of ahimsa.” What the friend wanted were accounts of Gandhi’s striving for truth and his quest for nonviolence, and since these were the two most significant forces that moved Gandhi, the friend wanted Gandhi’s exposition on the practice of truth and love and his philosophical understanding of both. Gandhi was not averse to writing about himself or his quest. Even in February 1946 when this exchange occurred he was not philosophically opposed to writing about the self. However, he left the possibility of the actual act of writing to the will of God.
On the request for the treatise on the “science of ahimsa” he was categorical in his refusal. His unwillingness stemmed from two different grounds: one of inability and the other of impossibility.
He argued that as a person whose domain of work was action, it was beyond his powers to do so. “To write a treatise on the science of ahimsa is beyond my powers. I am not built for academic writings. Action is my domain, and what I understand, according to my lights, to be my duty, and what comes my way, I do. All my action is actuated by the spirit of service.” He suggested that anyone who had the capacity to systematize ahimsa into a science should do so, but added a proviso “if it lends itself to such treatment.” Gandhi went on to argue that a cohesive account of even his own striving for nonviolence, his numerous experiments with ahimsa both within the realms of the spiritual and the political, the personal and the collective, could be attempted only after his death, as anything done before that would be necessarily incomplete. Gandhi was prescient. He was to conduct the most vital and most moving experiment with ahimsa after this and he was to experience the deepest doubts about both the nature of nonviolence and its efficacy after this. With the violence in large parts of the Indian subcontinent from 1946 onward, Gandhi began to think deeply about the commitment of people and political parties to collective nonviolence. In December 1946 Gandhi made the riot-ravaged village of Sreerampore his home and then began a barefoot march through the villages of East Bengal.
This was not the impossibility that he alluded to. He believed that just as it was impossible for a human being to get a full grasp of truth, it was equally impossible for humans to get a vision of ahimsa that was complete. He said: “If at all, it could only be written after my death. And even so let me give the warning that it would fail to give a complete exposition of ahimsa. No man has been able to describe God fully. The same hold true of ahimsa.”

The Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC) will now be open to new members and observers after a historic first charter of the grouping came into force recently, the Ministry of External Affairs has announced. With the coming into force of the charter which was adopted in the summit of the BIMSTEC leaders, the grouping has acquired a ‘legal personality’ and will be able to enter into structured diplomatic dialogue with other groupings and countries.

“The entry into force of the BIMSTEC Charter reaffirms India’s commitment to a prosperous, peaceful and sustainable neighbourhood. It is achieved by building on our shared history, culture, vision and mutual respect for each other. BIMSTEC reflects the synthesis of our Neighbourhood First and Act East policies,” said External Affairs Minister Dr. S. Jaishankar.

Copyrights are generally owned by the people who create the work of expression.

Some exceptions:

If a work is created by an employee in the course of his or her employment, the employer owns the copyright. If the work is created by an independent contractor and the independent contractor signs a written agreement stating that the work shall be made for hire, the commissioning person or organisation owns the copyright only if the work is a part of a larger literary work, such as an article in a magazine or a poem or story in an anthology; part of a motion picture or other audiovisual work, such as a screenplay; a translation; a supplementary work such as an afterword, an introduction, chart, editorial note, bibliography; a compilation; an instructional text; a test or answer material for a test; or an atlas. Works that don’t fall within one of these eight categories constitute works made for hire only if created by an employee within the scope of his or her employment.

If the creator has sold the entire copyright, the purchasing business or person becomes the copyright owner.

When two or more authors prepare a work with the intent to combine their contributions into inseparable or interdependent parts, the work is considered joint work and the authors are considered joint copyright owners. Authorship is retained but in some cases this copyright owner can be the publisher. Say a joint work is when a book or article has two or more authors. However, if a book is written primarily by one author, but another author contributes a specific chapter to the book and is given credit for that chapter, then this probably wouldn’t be a joint work because the contributions aren’t inseparable or interdependent. The U.S. Copyright Office considers joint copyright owners to have an equal right to register and enforce the copyright. Unless the joint owners make a written agreement to the contrary, each copyright owner has the right to commercially exploit the copyright, provided that the other copyright owners get an equal share of the proceeds between them.

If at the time of creation, the authors did not intend their works to be part of an inseparable whole, the fact that their works are later put together does not create a joint work. Rather, the result is considered a collective work. In this case, each author owns a copyright in only the material he or she added to the finished product. For example in the 1980s, Vladimir wrote a famous novel full of complex literary allusions. In 2018, his publisher issues a student edition of the work with detailed annotations. The student edition is a collective work. Vladimir owns the copyright in the novel, but the professor owns the annotations.

The 6th Assembly of the International Solar Alliance (ISA), scheduled in New Delhi from October 30 to November 2, will be a confluence of leaders from 116 nations, presided over by RK Singh, Union Power and New & Renewable Energy Minister. This assembly will focus on enhancing energy security, facilitating energy transition, and expanding access to energy.

Key discussions at the assembly will revolve around the universalization of energy access through solar mini-grids, mobilizing finance for solar deployment, and diversifying solar energy supply chains and manufacturing. A high-level conference on November 1, 2023, will address climate change and solar energy deployment, marking a significant event in the assembly.

The ISA will release three flagship reports, highlighting advancements in solar technology, market trends, and investment patterns. The World Solar Technology Report 2023 emphasizes crystalline silicon technology’s dominance in the solar PV market, projected to constitute a significant portion of the renewable energy share by 2050. The World Solar Market Report 2023 provides a comprehensive analysis of the solar market’s evolution, noting a significant market expansion in 2022 and a shift in regional dynamics of solar adoption.

RK Singh emphasized ISA’s commitment to member countries, focusing on programmatic support, capacity-building, and regulatory understanding. He highlighted the ISA’s role in fostering investment-friendly environments and ensuring energy availability to meet global demands. The assembly aims to expedite the adoption of solar power, with a focus on decentralized solutions and green hydrogen.

India’s experience in renewable energy growth, particularly in solar energy, is highlighted as a model for reliability and dependability. Bhupinder Singh Bhalla, MNRE Secretary, noted the increase in countries ratifying the ISA Framework Agreement, emphasizing ISA’s objectives for global energy transition, national energy security, and local energy access.

Ajay Mathur, ISA Director General, pointed out the significant growth in clean energy investment, driven by solar and wind projects. He advocated for enhanced collaboration with international financial organizations and governments to boost investment in developing economies.

In summary, the 6th Assembly of the ISA represents a pivotal step towards a sustainable and equitable energy future, with solar power playing a central role in the global energy landscape.
